<p>A decline in tourism during 2008 led to a hike in utility rates earlier this year, and the problem has continued. City Manager Bruce MacLeod said water use is down by about 8 million gallons so far this year, while declines have been registered by other users the city supplies, including Cape May Point, West Cape May and the U.S. Coast Guard base.</p></blockquote>
